For us it was to get a higher level of competition than is available in your local recreation league. They played ball most of the year with practices 1X or 2X per week. If you have a kid with talent that could possibly get a college scholarship most rec ball kids would be behind the curve to those that are in traveling league. Where we were at the time most of the rec ball league kids would end up not making the middle school baseball team.
