Envoy rear wiper, knurled washer stuck

Hey guys I’ve read many posts on this in hopes to take care of this on my own but still in a bind,

As I was removing my rear wiper arm to replace, it broke and left the knurled washer. I cannot get it off for the life of me and I don’t want to break the post that spins with the motor. I kno it comes straight off without spinning but it’s on there really tight. Ive sprayed some wd40 with no success. What are my options?? Any help will be greatly appreciated as my new arm just came in the mail.

Your going to need a small puller for that. You can probably borrow one from you local auto part store like autozone.
 
So to put the new wiper back on I remember years ago I had a hard time gettin it on and actually cracked it a little. It’s the new style arm. Is there anything special to putting it on because I kno there was some resistance with the washer?
 
I'm not sure what the torque spec on the hold down bolt is . What I'd suggest is cleaning off the matting surface as best as possible put a bit of anti seize on it slide the new arm on and torque it down.

I remember there's two different torque values, old / new style arm. But they're close. I torqued the new one to the old spec; was going to remove / retorque, but never did.

I show 15 ft-lb for the 1st arm spec; I think the revised one gets 1-2 ft-lb less.
